In the first instance, many people go to the provider of the phone or, the manufacturer (Apple). Apple tend to give out varied advice in-store and my thoughts are, they are given standard training/advice. This advice is not wrong by any means however, what some people are failing to be told is, where there is a failure, like a boot loop, you are advised to factory reset or restore the phone. This would assist in attempting to put the phone right again by way of restoring.

Some of our clients ask "why don't Apple tell you this" and my response is "they are not a data recovery company". This is not their job so to speak and you may/may not agree however, they are first and foremost a retail company.
